city hall. >> reporter: that's right. the ban on public nudity passed its second and final vote. that led to yet another naked protest inside city hall. >> colleagues asked that we temporarily recess this meeting. >> nudists protested as san francisco supervisors gave their final approval to a ban on public nudity. the nudists are anticipating a court battle to restore what they see as their first amendment rights. >> we will continue fighting this no matter what it takes until this legislation is dead. >> one supervisor says he created the ordinance after years of complaints primarily from gay men living in the castro district. >> it will still be legal to be nude on a beach, to be nude at folsom street fair, bay to breakers, pride. >> been a takes effect february 1. >> there are so many families and people who have told me they're really sorry they can't come to the neighborhood anymore because of this. >> for others public nudity is what makes san francisco and the castro district unique. >> castro's fabulous. everything goes here. anything goes. so if you are offended by nudity, y

a restaurant in downtown alameda is suspicious. it happened this morning at the american oak restaurant on santa clara avenue a a block from city hall. there was heavy known and firefighters say it appears the fire had several points origin. >> we got on scene. we found a building charged full of smoke and appeared to have a fire inside. we were able to contain the fire to the perimeter of the building itself. >> ama: damage is estimated at a quarter million dollars. no one was hurt. >>> in the east bay, police arrested two teenagers after officers say the boys used a pipe bomb to blow up a woman's mail box. alert neighbors helped police track down the teens before they could do more damage with a second explosive device. >> mangled remnants of what used to be a metal mail box is in the front yard of this home the morning after teenagers put a pipe bomb inside it. the explosion rocked the quiet neighborhood just before 10:00 p.m. >> a big explosion. and just shook the windows. woke me up. >> it's crazy times, you know. we're just really surprised how things happen like that.
weather brought with it some flooding and also a change in wind direction. the wind shift has caused sfo to cut back on flight arrivals and departures by more than half. the more than rain flooded some city streets. here in san francisco, deep standing water caused drivers to slow down before merging on to highway 101. the weather brought scattered showers and a change in the morning's wind direction. san francisco international airport duty manager says a wind change at the airport equals a change in flight patterns, and in how many flights are allowed to land and take off, which is why these aircraft are backed up. >> we were cut back from 60 to 25 landings. so that is a big number. reporter: that also includes departures. the flight information board shows only a few flights either arriving or leaving on time. not good news to gretchen, who has to catch a connecting flight. >> we have an hour delay, and supposed to leave at 2:00, and we're supposed to fly into chicago, we'll have ten minutes to connect to our flight. >> they say they try to deep delies to 45 minutes. >> we
